Yes.

You don't mention what your distribution or environment is, but there are both 
front-end applets and full programs that do cd burning.  There is cdrecord 
from the command line.

I would definitely try another program, and try re-setting the parameters for 
the drive, try burning slower.  Cleaning's not a bad idea.  Since you have no 
'reference' like 'it works fine under Nero" it's hard to tell if it's a bad 
drive.  Sadly, that's the most likely point of failure (moving parts and all 
that).
