While what you're asking seems entirely reasonable, I have seen very few
implementations of active load balancing.  Even some of the top level hubs
that have service from three different carriers only support failover, not
active load balancing.

There ought to be a way to use "shortest path first" active routing, but if
it were that easy you'd expect it would be used more.
