/proc/locks file

Gene:

   Have you looked in your .netscape directory in your /home.
Occasionally, the lock file is not cleared up when Netscape is
terminated, thus the file must be manually deleted.

   From my .netscape, the following exists

	lock -> 65.26.113.225:4910

and must be manually deleted now and then.
