There is one buried in ~/.kde but this is all that it contains:

[Mouse]
Acceleration=1.8
MouseButtonMapping=RightHanded
ReverseScrollPolarity=false
Threshold=4

That doesn't look like anything that would cause the up arrow to bring
up history.
