I think he means SVG, which is still nascent at best for most people.
E.g. viewing

is iffy at best on my system here at home (Linux).  It's
OK-but-not-great on Windows XP at work.  Vector graphics in JavaScript
is cool and all, but it doesn't come close to SVG's potential.  Take
filters, for example:

I want my spectrally-highlighted, Gaussian-blurred, bouncing geometric
shapes with gradient-filled text, and I want them NOW.
