You can do 'ebuild /usr/portage/app-crypt/qca-tls unpack && cd
/var/tmp/portage/qca-tls-1.0/work/qca-tls-1.0/ && ./configure' and see
what it does if you're interested in debugging.

When these sorts of things happen, there almost always someone on
forums.gentoo.org that complains followed by atleast two ways to work
around it. I always emerge sync and see if the ebuild has been updated
and then hit the forums.
