Can't insall KDE on Gentoo

When I try to emerge kde, it emerges (apt-crypt)qca-tls.  qca-tls fails with 
the following error:

I've tried creating /qt, and giving it 777 permissions, but then I get the 
same error for directory /qt/3.

I'm running this as root.

What's up?
