Actually, that is where they derive the number of people supposedly available
for and actively seeking work, by compiling the reports from State Labor
boards. No, nothing says you have to actually be eligible for benefits, but
if you're not there's less reason to be registered and active at your local
office.
Kansas probably owes whatever good standing it has in the labor statistics to
it's draconian rules for unemployment insurance - basically, you must be
reported by your company as laid off due to economic conditions - any other
reason, true or fanciful, and you're SOL.
