Another possible reason Dell is moving customer support back to the U.S.

Dell contracted with the overseas phone support company.  They were not
dell employees.

Indiana just canceled an overseas contract to upgrade computers, so that
the business could be given to local companies.

Don't believe every spam message you get from lobbyists.
