Yeah. A lot of great minds have attempted to prevent 'stuffing' but the
only way they have found is one where everyone that has the right to
vote has their PGP/GPG public key on file, first. They can then sign
their vote with their private key and the voting server can verify its
legitimacy. Unfortunately, most people don't seem interested in PGP/GPG.
