The only way to escape dependency hell, be it RPM, APT, or DLL flavored, is to
compile everything into the program instead of using Dynamically Linked
Libraries. If you link, you have to have some form of version control.

RPM _IS_ a tool to fix dependencies. It reports what's current and what's
not, and what needs to be on a system for the programs to work together.
Tools like apt-get are fine, ^IF^ you have a good mirror system. Without a
good, dynamic system of mirrors that don't give you "unable to download
dependent file", you are no better off.

Gentoo seems to be new and obscure enough that nobody has ever hit an
overloaded, down, or out-of-date server. That or somebody's giving us a
shine job.
