What I think you are asking is for an ISP that will also host.
If that is true then I have no recomendations.

If what you mean is he is looking for someone to host,
then I would say there are many. I am with McHost which
will has a plan that for $35/month will probably meet his needs.

There are plenty of ISP's in the $20 to $50 per month range, so
he is looking at a total outlay of $55 to $85 per month.
