Correct,  The requirements for the H1-B grant call for the person
to be reside in the either Jackson, Clay, Platte, Cass, or Ray counties
however you can work anywhere.  The initial paper needs to be completed
by your employer. The grant is mainly to assist employers cut the costs
of technical training.  The money is even available for new hires.
 The FEC has opened up the program to all companies now.  I attended
a meeting last week @ Foss Training where Shantae told us about the program.

The training assistance program for unemployed people (I don't know the
official name)
came up in conversation with Shantae while inquiring about other services.
Unfortunately
I do not know the requirements for qualification other than being
unemployed.

Crazy world.  I have been working at FEC as the sole support for IT for
the past 2 years.  While I live in Kansas, and work at FEC it would be
unfortunate if I was to get laid off FEC would not be able to help me.
So before you waste your time make sure you live in Missouri before
calling.  As I recall Shantae handles the H1B grant and mainly pushes
for large companies to use the grant to help train current staff
(although I could be entirely wrong here, just what I saw looking at
their database for the H1B usage.)  That said we do have many programs
that would be able to assist unemployed (or underemployed) people.
