Road runner provides the branding and the equipment, and the locals manage the 
systems.  There are some standards they are to adhere to, but for the most 
part it is locally run.  TW in general works this way.  Notice the increase 
in channels and services offered as Everest moves across the metro.  I keep 
asking about PVR boxes, but they haven't moved on that yet even though the 
national site advertises them.  Everest has them.  I bet in the next couple 
of months I will get an insert in my bill about PVRs
