You missunderstand. Even wired.com is completely viewable in Lynx and so 
is the current incarnation of the recommended redesign. The paragraph 
merely is activism at work. Lynx and NN4 should have both adopted CSS 
support, but haven't. The paragraph makes the user aware of the fact 
that their brower has chosen not to support web standards and that they 
won't be able to view the *design* considerations of the site, not the 
*content*.

Requiring a user to have a certain browser to access your *content* is a 
violation of W3 recommendations, yes.
