Redhat Linux 8.0 and getting modem to answer

Be patient.  I was busy today.

Use mgetty.  I have used it for several years and am quite happy with it.
I haven't tried it with RedHat 8.0 but have used it with RH-5.x, RH-6.x,
and RH-7.x.  It is really a nice package.  It doesn't lock your modem up.
You can still make outbound PPP connections and even receive voice calls
without interference.

If you don't want to spend a lot of time with the man pages I can help you
set it up.
