Not sure what your distro is, but using the forwarding rules from the IP Masquerade HOWTO, mine works fine. Can you: Ping pop-server from the Linux box? Ping pop-server from the Windows box? Telnet to pop-server, port 110 Linux box? Telnet to pop-server, port 110 Windows box?
