Possibly. It might not be a networking issue, but a config
file issue. There are only a couple places where PHP is
specified. Depends on whether/how you're using PHP as
a CGI or an Apache module. What error message are you
receiving instead of a php page? Does it simply load up
as a text document, or does the server return a security
or 'not found' message?

Are you using a Virtual Host which is configured for one
IP and your webserver is receiving another? Is DNS
returning the right info? Apache makes a DNS lookup
early in its processing.
