speaking of skel dir

In gentoo I have KDE installed. Occasionally I add a program, and would
like to have it appear in everyone's KDE menu. I know Mandrake et al
have a master KDE menu and then a user KDE menu. Well gentoo doesn't
seem to do this little bit of transparency. How is
it done? I have a kde menu in /etc/skel
but after the initial configuration, it never seems to update a user's
menu again. Also I would like to set up as minimal system KDE Menu that
users can't remove items from, plus a default menu that they can. Anyone
messed with any of this? I have looked at KDE docs before and found them
to be a nightmare to read.
