If TWC connected you (or a previous resident), but did not disconnect you,
and you can document that a disconnect was requested, you're fine.

If you take the physical action of making the connection, they most likely
have a case.  If you install a splitter, they definitely do.

One of my TV's is still connected to the cable.  I believe I've lost the
basic signal, but you know, I haven't even checked.  Which lets you know how
much I value it.

On splitters:  Usually if you're using a higher impedance splitter, it's
because you have a higher voltage feed that you need to split to more
signals at about the same voltage.  You can't just take the same voltage and
split it smaller for more devices.  This suggests that where the signal
splits off the main line they would use a different impedance for say an
apartment building than for a residence, then split the apartment signal.

A TV will handle a range of signal voltages, but there are limits.
