Check your bill a little more closely.  When I moved to the new house, 
(about a year ago) I noticed it already had been wired with a digital 
Sat dish.  I contacted TW to see if I could just get RR.  The minimum 
requirement at that time was that you had to have basic cable before you 
could get RR.  Basic cable was $9.95, which accounts for the extra $10.
