Though contractors are easier to get rid of and you don't have to give
them benefits. Most companies usually have time limits on how long a
particular contractor can stay, though it is constantly ignored. 

Unfortunately, in the current market, contracts are easier to come by.
Perm positions are rather endangered. Contracts are good for companies.
Contract to perm lets you root out people you don't want. It also makes it
easier to cut if budget restraints appear.
