  This is not a bad idea, so long as there are key people with the power
to grant exceptions.   Like if I have to subscribe a different account,
waiting a week could be a pain.  I don't know if majordomo includes an
option to change addresses on an existing subscription, but it should be
possible to hack it to include that and the "waiting period" you ask for.
