Overbooking your address space is really only good when a majority of your
users not only aren't on-line a high percentage of the available time, but
when a majority don't want to be on at the same time.  Either you have a
pool large enough for everybody who wants on at prime time, in which case
you can't save much, or you have "unable to connect" errors.
