I had a similiar problem.  I was trying to transfer my domains from netsol to 
godaddy, and netsol was not allowing me to confirm the transfer, because it 
was too close to the renewal date.  They didn't allow the transfer until I 
renewed.  Go-Daddy refunded me all of my charges, even the ones that their 
agreement says they won't.  I paid netsol, and transferred to godaddy.  
Go-Daddy actually contacted netsol, and my charges from netsol were refunded.
