There are some pretty reliable criteria by which some of the mail can be 
bounced.  I've found that an invalid reverse-DNS is pretty reliable, but some 
people feel that this might reject mail from inept users seeking help.

In any case, the point is that once mail has been accepted by the server it 
should not be "bounced".
