Probably because you don't have rights to create them.

Try creating them at a different level.  My old system made all "folders" 
sub-folders of the Inbox, while my new system won't let me make any 
sub-folder of the inbox, but I can make sub-folders of the _account_, at the 
same level as the inbox.

Your pop3 mail should be in "local" folders on your client machine.  Simply 
move it into folders on the server.
