Lets clear up some misconceptions

You have to remember that the "system" is not the same thing
as the "kernel". That said, generally when a system goes down 
you want to take the time to make sure there was no damage,
and the powers that be generally want an explaination why
it went down and assurances that it won't happen again anytime
soon. So although the machine may be up and running, they may not
give you access to it, until all the troubleshooting is done. This
is what takes hours to do. so yes your puny little compiler was 
"very low priority". The last thing you want to do when bringing
up a crashed system is give some he**spawn programmer access to it. ;)
