Limiting bandwith

Hello:

I would like to setup a network in my building and I
would like to know if theres a program that would show
how much bandwith a user is using. Also, I would like
to know if it can limit the bandwith used by certain
users?

Maybe a program that would run on a firewall or if
even iptables has this capability.
