Telcos are such scam artists.

1.    Block caller ID info to customers
2.    Sell access to caller ID info to customers as a new service
3.    Sell new caller ID blocks to telemarketers as a service
4.    Sell Super caller ID service to customers to override existing 
caller ID blocks
5.    Goto 3
