What's wrong with the market?

I think employee owned/controlled companies usually do a better job than
most especially in areas where specialized knowledge is involved. If
you're unemployed anyway then why not use some of your spare time building
yourself a place to work?
I guess the start of such a thing would be to find out who is unemployed
or needs extra work and what they can/will do and some estimate as to how
much they'd expect to get for doing it. Then work out some average prices
including administrative overhead and such. Possibly make a list of
potential clients or client-groups and try to decide how best to target
them with advertisements of what our group can do.
