Funny, I was thinking of doing something like this myself.  I wanted to
build my own stripped down distro (sans all the code bloat) based on Debian
using the Linux From Scratch documentation.  Then, I wanted to develop a
simplified graphical interface to go on top that would combine the best
features of both GNOME and KDE while making reference to the GNOME usability
report and Apple's Human Interface standards which someone on the KULUA list
posted a link to a couple months ago.  I had even planned to do this for two
directed studies at Ottawa University (Operating Systems and Systems
Analysis) but found out today when I was doing my degree plan that probably
wouldn't be a possibility.  Both of these classes are much more structured
than that (i.e. the instructor still picks out the textbooks and what
exactly you will work on).  I even started working on a proof-of-concept
script for altering GNOME once, but haven't had time to work on it at all
since last summer.  Needless to say, this would be a monumental
undertaking...
