Anyone familiar with Parrot?

What PERL modules would you recommend including for a WEB server?
I'd like to have the capability of possibility having secure
transactions, for
donations to non-profits on my server.

So I'm looking for modules/add-ins for Apache to use. 
PERL, Python, CGI, Fast CGI.

Any recommendations?
