At wits' end II - the return

Ok :) Here we go again -

Playing with ftp on my RH 7.1 machine. I have an ftpd entry in
/etc/xinetd.d/, I have the in.ftpd in /usr/sbin and my iptables are
permissive of just about everything. STILL when I ftp to localhost, I
get 'connection refused'. What did I overlook??
