So what "S" will these "P"s actually provide?  Will my neighbor on Earthlink
see a different traceroute to www.novell.com than I do on RoadRunner?  Or
will they actually only do billing, with the service and hardware still
provided by TWC?

(I think this whole "ISP Choice" issue is bogus.  Most of the small ISP's
got their start charging for access to content created and provided for
"free" by hobby networks like FIDOnet.  It was always bogus that you had to
dial into a Raytown office and be routed back to SWB's downtown hub instead
of dialing in to the neighborhood SWB switch and hopping right on the
backbone.  Now the network's been cleaned up, and the sidewalk hustlers are
being squeezed out, and I couldn't be more pleased.)
