I need to keep this in the $20/mo range, which precludes broadband.

I wouldn't consider SWB DSL a contender - their rates for bandwidth
equivalent to RoadRunner are pretty outrageous, and they require long-term
contracts.  Their "residential" offering is PPPoE, which doesn't work for a
lot of things.  If you want to spend what SWB charges for RR's 1.5/384, you
should look into RR's commercial offering.

Anyway, I'm still looking for dialup.
