/proc/locks file

I have a problem.  I am running Mandrake 8 and when I run Netscape, I
get the box that says I have a .netscape/lock file, but when I go to
check, that file does not exist.  I do not know where to look next.  The
only thing that I can think of is that there is an entry in the
/proc/locks file that has not changed through many reboots.  Is there a
way to clear out that file?
