Infinite regression.  It's not 10% of the full charge per day, it's _up_to_ 
10% of the remaining charge.

The service procedures still require that they be drawn down and then 
dead-shorted.  I believe that the later tests were for sealed Ni-Cads like the 
ones used in consumer electronics, not the liquid-cell units used in aircraft.  
GE did the tests that refuted "battery memory", but you still see 'condition' 
cycles on cell phone chargers.
