I've always thought the problem with people driving is nothing more than forgetfulness. I mean, we get the particulars during highschool about how long to signal before a lane change, or on what color lights you're allowed to turn right (or left?), or maybe...how close you should drive behind someone etc. That was decades ago for some people. So...I wish the local news had a 3 minute spot everynight where they went over, in detail, one of the fine points from the driving handbook. Like a driver re-education spot. They could have videos showing good and bad examples. I think that would go along way in reducing accidents, obsene gestures, and lowing the blood pressure of the US population as a whole. Think any networks would go for it?
