Correct, The requirements for the H1-B grant call for the person to be reside in the either Jackson, Clay, Platte, Cass, or Ray counties however you can work anywhere. The initial paper needs to be completed by your employer. The grant is mainly to assist employers cut the costs of technical training. The money is even available for new hires. The FEC has opened up the program to all companies now. I attended a meeting last week @ Foss Training where Shantae told us about the program. The training assistance program for unemployed people (I don't know the official name) came up in conversation with Shantae while inquiring about other services. Unfortunately I do not know the requirements for qualification other than being unemployed.
