They're working on it (voice over cable, that is), and they're pretty far along: http://www.packetcable.com/specifications/ There's a lot more to providing voice over cable than allocating n KHz at the head-end. You have to have an infrastructure in place for telephony-style provisioning, standards to make sure everyone's equipment interoperates, a robust enough network to provide QoS and reliable E911 service, a viable business model, regulatory compliance, etc etc etc. I wonder if Time-Warner is up to the task.
