Have you tried http://www.linuxiso.org?  I think that it 
points to various mirrors.  It appears to be having problems 
at the moment, but lists the following mirrors for RH 7.0.

ftp://ftp.proxad.net/pub/Distributions_Linux/RedHat/redhat/redhat-7.0/iso/
ftp://sunsite.cnlab-switch.ch/mirror/redhat/redhat-7.0/iso/
ftp://download.sourceforge.net/pub/mirrors/redhat/redhat/redhat-7.0/iso/
ftp://ftp.kando.hu/pub/CDROM-Images/redhat/i386/iso/
ftp://ftp.oit.unc.edu/pub/Linux/distributions/redhat/redhat-7.0/i386/iso/

Maybe you haven't tried all of these?  I would probably try 
sourceforge first.
