Before I went to RoadRunner, I had connection thru Primary Network. I believe that their server backbone is Unix or Linux, and they have very few outages and very few busy signals. In fact, I used Primary Network from June 1997 to October 1999, and I witnessed fewer outages with them in that time period than I have witnessed with RoadRunner. It could be because of all the technology and higher demand on routers and switches. Of course, with their server backbone being mainly NT (I think), that probably doesn't help too much :). Just my 2 cents, I don't want to do an overabundance of bashing :).
