I use a ATI Radeon All-In Wonder(has a tuner) with Mandrake. For it I use the drivers and support info from the "Gatos" project on sourceforge.net. It works great. There are several in depth steps involved though. No easy rpm install. I don't know if this will work with just the Ati tv card though.
