WHOA!  WHOA!  Way too many steps for a *single* Unix program!  :)

Seriously, you're talking about

[1] Rip the VOB files from the DVD.
[a] Copy VOBs
[b] De-Macrovision the VOBs (DeCSS)
[c] Make the VOBs Region-free

[2] Convert VOBs into DivX.

UNIX/Linux apps (the really efficient ones) work by splitting a job into
multiple tasks and then writing an app for each task.

Besides, MoviX LiveCD http://movix.sourceforge.net/ may already have a
solution without the ripping (shocked, shocked I will be to find that you
want to copy a DVD to DivX for purposes other than plain old watching the
movie!).
