Colocation Newb Questions

Greetings lug nuts.

I am a colocation newb. I have recently come to the realization that I
would like an internet presence for myself: a place to send receive IMAP
email, to play around with Python/Ruby CGI and posibly allow some web
site ideas to take off.

I've used LiquidWeb in the past for my client's web hosting needs and
I've been happy with them. So, I bought an $80/month user-mode Linux
server (a fractional rack-mount unit, as I understand it). I've had
nothing but headaches over the past two weeks, though. It all culminated
last night when they had a four hour router outage and when service was
restored, they cross my IP with someone else's.

I've heard you all talk about how impressed you were with NetStandard
but their 1U rack mount plans start at $250/month. I need something to
play around with that is under $100/month. I need the ability to tweak
the software and settings and have shell access and such.

What do you all use for this sort of thing? I have though about buying a
static broadband setup at home but I don't know if I trust myself/my
phone company to provide consistent service.
