Ok, installed by default as part of KDE, but not listed in the  
Multimedia/Sound menu.  Fixed by logging in as root and running kappfinder. 
 
Recent Mandrake installs (and RedHat, I think) have improved the interface in 
that they allow you to run GUI configuration tools as root, prompting for 
password.  However, they don't catch everything.  Both kappfinder and the 
sound configuration had to be run as root, but Mandrake/KDE were happy to runn 
the applications as a user - the changes just didn't apply.
