Just my $.02...
Back in early 1991, there was much hue and cry from a few people on
rec.sport.pro-wrestling to have seperate newsgroups with which to
discuss specific aspects of pro wrestling. Being that the newsgroup
was only in existence a year at that point, and passed its vote by a
very narrow margin, it was decided that a reorganization would never
work. So, to oblige those people, I proposed much the very same thing
you are proposing here.
Needless to say, it was almost universally lambasted. Here were some
reasons given:
1) Many sites which receive Usenet groups don't receive alt.*, which
makes these discussions unavailable to many who are interested in
them.
2) Splintering the main group in a different hierarchy could very
well end up disintegrating the main group.
3) Creating a slew of alt.* groups on the topic could make the Usenet
group unattractive at many marginal sites.
And there were a lot of others, but most of them seem to have escaped
my mind.

Silly boy. Don't you know that alt.* newsgroups never die? Try
posting this statement to alt.config some time and see how many people
laugh in your face as a result.

And because alt.* groups never die, it would be even more incompatible
with alt.* than it would be with Usenet.
