Since you appear to be using the sysvinit supplied with SLS, this
appears to be just plain wrong. Your inittab line needs to look
more like

c6:6:respawn:/etc/uugetty 19200 ttys1

where the "19200" is the label of an entry in /etc/gettydefs, and
ttys1 is the correct dial-in device for your modem.

If you haven't already, grab the getty_ps 2.07b package and compile
it (remember to remove -DSIMPLEINIT from the Makefile). This will
also have the man pages that are missing from SLS.
