Seems as if the FAQ needs to be updated. LILO doesn't support this type
of configuration since version 0.10. Since version 0.7, the preferred
(and much cleaner) configuration is to create a file /etc/lilo/config
either by manually writing it or by using QuickInst (since 0.8).

Your /etc/lilo/config could look like this:

compact # -c
boot=/dev/hdb2 # -b /dev/hdb2
verbose=2 # -v -v
install=/etc/lilo/boot.b # you need this too
root=current # probably ... (*)
vga=normal # not required, but safer this way (*)
image = /Image

(*) Depends on whether the settings in the kernel (... Makefile) are
    correct.

You also need some boot manager that loads the LILO boot sector from
the second disk, or but LILO's boot sector on the first disk.
